It took a long time for government agencies in Germany to even establish a digital presence. Nowadays, in addition to communication among employees, the agency’s own account is often listed on its website. This is usually done via WhatsApp, X/Twitter, and similar platforms.

However, following the scandals at X/Twitter caused by its right-leaning CEO Elon Musk and the lax data protection at WhatsApp, a counter-movement has emerged. Sensitive political discussions are no longer to be conducted on US-dominated (a-) social networks. Heise.de writes:

In the pursuit of digital sovereignty, numerous European countries such as Germany, France, Poland, the Netherlands, Luxembourg, and Belgium have begun introducing their own communication platforms for their civil servants and government officials.

The European Commission also plans to promote the shift to secure platforms that are not dominated by the U.S. This includes the messaging app Signal, which, although operated by a nonprofit foundation, is still subject to U.S. law. In the EU, the app Beam in Belgium and Wire — used by German government agencies — are being promoted.

The increased security is said to stem from more precise access control, the restriction of chats to clearly verified employees and colleagues, and, above all, full control over communication metadata.
