The Olive Green Green Paper

A week ago, we reported on the Operation Plan Germany, which — naturally classified — is intended to ensure that people dressed in olive green have priority in an emergency, whether in terms of daily supplies, transportation, healthcare, or the ”prisoner-of-war system."

This involved concrete measures to be taken in a — due to secrecy — vague scenario X or Y. On the other hand, there are speculations — which are not secret — being spread to stoke fear among the population. This includes, for example, the Green Paper “Civil-Military Cooperation 4.0 in the Event of a Military Crisis” (ZMZ 4.0), which, among other things, describes a scenario for a NATO deployment on NATO’s eastern flank with “precise” data. Below is an image from this document depicting this crisis scenario, which we have included in the article at a slightly larger size for readability.

In our view, it is interesting that in this scenario, apart from a “withdrawal” of Russian troops, there are no further actions by the alleged enemy; instead, only NATO measures that increase the risk of war are mentioned. It appears that the planners assume that a war will be waged in any case and diplomatic measurements are tasks of another ministry.

Former Member of the Bundestag Dr. Andre Hahn, one of the co-editors of the ZMZ, wrote in a press release on the occasion of the publication of the Green Paper: "The decision to be named among the editors of the ‘Green Paper on Civil-Military Cooperation ZMZ 4.0’ was not an easy one for me this time. Ultimately, however, the decisive factor was that this makes clear the scale to which planning for a war in Europe has now reached. While the so-called OPLAN Germany — Operation Plan Germany — is largely classified, this Green Paper now reveals the extent to which military planning has already progressed and the scope of military operations being prepared."

We must be aware that the scenarios described would mean the collapse of civil order in Germany. IMI writes in the linked article: "However, if NATO troops — comprising 800,000 soldiers and 200,000 vehicles — must be supplied as they march toward NATO’s eastern border, and if the dead, wounded, and fleeing people arrive from the opposite direction, then this also means a state of war within the country. At the same time, such a staging area is also a target for enemy sabotage and attacks. However, these significant consequences of war are not addressed in the Green Paper. In particular, the question of providing for refugees and maintaining supplies for the domestic population are not topics covered."

There is also no mention of the civil rights that would still exist for us. Certainly, there will no longer be permitted assemblies or freedom of speech. We are already seeing such restrictions in Israel, where gatherings of more than 50 people are no longer allowed.

It is therefore more than urgent to send a clear signal for peace this weekend at the Easter marches. Easter marches are taking place everywhere here between Good Friday, April 3, and Easter Monday, April 6.
