On the State of Civil and Human Rights in Germany

The 30th Fundamental Rights Report was presented last week in Karlsruhe. It serves as an alternative “Constitutional Protection Report.” The current content for the past year 2025 covers:

  • The state is arming itself through special funds with record spending — and in doing so, is infringing on citizens’ fundamental rights with the new military service.
  • The federal states are expanding their surveillance and intervention powers for the police, intelligence services, and other authorities through Palantir’s “Gotham” and with biometric matching and automatic facial recognition.
  • Human rights are being overlooked, for example, in the context of the housing shortage, climate change, the rights of refugees, and people living on the edge of the subsistence level.

The individual topics were explained by:

  • Athena Möller, law student and board member of the International League for Human Rights,
  • Herta Däubler-Gmelin, attorney, former Federal Minister of Justice, and long-time member of the Bundestag,
  • Leo D’Andola, a high school student, reported on the school strikes against compulsory military service,
  • Ahmad Mosamem Rahimi, who was forced to flee the Taliban, reported on the German government’s treatment of him and other Afghans to whom Germany had promised protection.

The Fundamental Rights Report 2026 is a joint project of: Humanist Union, in association with the Gustav Heinemann Initiative • Federal Working Group of Critical Legal Groups • International League for Human Rights • Committee for Fundamental Rights and Democracy • New Association of Women Judges • PRO ASYL • Republican Lawyers’ Association • Association of Democratic Lawyers • Forum of Computer Scientists for Peace and Social Responsibility • Society for Civil Liberties e.V.
