Plan for the Home Front

OPLAN — the Operation Plan Germany — is available — secret, of course — as preparation for a state of war. It describes how the Bundeswehr can then access civilian structures and organizations during a quasi-state of war and utilize them for its “work.” Intensive work has been underway on OPLAN for two years. It is intended to remain a “living document” and currently comprises about 1,400 pages if printed — which, of course, is not the intention.

General André Bodemann, Commander of Territorial Tasks, said on March 24, 2024: "... we have submitted the plan to the Inspector General. Following his approval ... I am putting this plan ... into effect.“ And to the FAZ: ”In the past, there was only 0 or 1, peace or war. Today, there is a long spectrum of hybrid threats in between ..." and OPLAN is also intended to regulate this intermediate state.

Since OPLAN is classified, we will rely on what “Frag den Staat” has uncovered regarding the “specific areas of focus” and its 7 working groups — for everything else, we refer you to the linked article from IMI.

• WG1 “Definition of Civil Support Needs”: What can the civilian sector do for the Bundeswehr?
• WG2 “Structures Vital to Life and Defense”: What constitutes general critical infrastructure? What is civilian infrastructure that is important for the military? And what is military infrastructure that requires special protection — this is the part that is particularly important for the Germany Operations Plan.
• WG3 “Command Capability and National Situation Assessment”: The focus here is on how a chain of command can be established — even though these structures do not actually exist.
• WG4 “Personnel and Health”: The areas listed in the flyer for this working group include “military conscription,” “prisoner-of-war affairs,” “casualties,” “displacement,” “care and welfare,” “psychosocial support", and “health care”.
• WG5 “Transport Infrastructure and Traffic Management”: As stated in the flyer: “The working group focuses on upgrading the national transport infrastructure and increasing its resilience with the aim of meeting military requirements during crises and conflicts while taking civilian challenges into account.”
• WG6 “Military Mobility”: Troops must also cross borders, which is why issues such as customs controls are being considered. The focus is on “simplifying, standardizing, and accelerating procedures, as well as modernizing infrastructure, in order to be able to move troops and equipment across borders more quickly.”
• WG7: “Strategic Communication”: One could also call this propaganda — that is, how does one address the population so that they will kindly cooperate with this “Operation Plan Germany” in some way? Since the document is classified, we do not know whether this strategic communication, as defined by the operation plan, is already taking place or will only begin once Scenario X or Y is declared — a scenario of which we might not even be aware. In any case, at the highest levels of government, they are considering how to use propaganda to address the population in order to bring them into line.

To ensure that OPLAN actually works, the military has not only established the Operational Command Headquarters in Berlin at the highest level, but also small Bundeswehr command posts throughout the federal states, cities, and counties, each of which communicates with the respective authorities at the appropriate level; these forces are to be available until 2029 (138,000 reservists).

To prevent such suicidal plans, it is urgently necessary for all of us to participate in the Easter March next Saturday!
