Threatening to use nuclear weapons violates international humanitarian law

Thirty years ago, on July 8, 1996, the International Court of Justice (ICJ) in The Hague issued an advisory opinion that had been initiated in 1992 by the World Court Project—an international civil society campaign organized and promoted in particular by IPPNW, IALANA, and the IPB. The opinion states quite clearly: the threat or use of nuclear weapons generally violates the rules of international law applicable in armed conflicts and, in particular, the principles and rules of international humanitarian law.

Nevertheless, we are currently witnessing nuclear-armed states modernizing and expanding their nuclear arsenals. The risk of nuclear weapons being used is greater today than ever before. Just this past January, experts at the Bulletin of the Atomic Scientists once again moved the hands of the Doomsday Clock forward.

That is why we would like to take this opportunity to highlight a two-day event organized by IALANA in Hanover on June 20–21, which will address the following questions:

The program begins on Saturday, June 20, 2026
What’s left: A film night on the traces of nuclear violence
Film screening followed by a discussion

When? June 20, 2026, 6:00 – 8:00 p.m.
Where? PAVILLON, Lister Meile 4, 30161 Hanover
and
the conference on Sunday, June 21, 2026, from 12:00 PM to 5:00 PM at the same location.
